by Wei Tan

Nineteen-month-old Hiba Nisar from the Kapran Village in Shopian, Kashmir. On November 25, 2018, while in her mother’s arms at home, she was hit in her right eye by pellets shot from an Indian officer's pellet gun during an encounter between militants and security forces. Doctors at SMHS hospital in Srinagar are concerned she may have permanent vision loss in her right eye. Pellet-guns were introduced in Kashmir by the Indian police in 2010. In recent years, more than 6,000 people have lost their eyesight completely or partially after being struck by the pellets.
